Authentication


        1.  Procedures

        Documents issued in the USA to be used in China, such as the Affidavit of Support, Affidavit of Marital Status, Certificate of Employment, Health Certificate, Power of Attorney, Statement, Personal Identification Certificate, Trade Mark Registration, etc. should be authenticated by the Chinese Embassy or a Chinese Consulate in the United States before they are sent to China.

        We do not notarize any documents directly for aliens. We only authenticate documents which have already been authenticated by Secretaries of the following States:

Connecticut, Maine, Ohio, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont.

 

        Procedures are as follows:

        a.  Documents should first be notarized by a local Notary Public.

        b. The notarized document should be authenticated separately by the Secretary of State where the Notary Public register himself.

In the states of New York, New Jersey and Ohio, documents may be required to be verified by the County Clerk before the authentication by the  Secretaries of States.

        c. The Chinese Consulate General authenticates the signature of the Secretary of  State and the seal of the relevant State.

        Please be noticed that documents should be in original shape when submitted. Applicants should not take apart the original documents (notarized or authenticated)  or stitch some other pages to the original documents, and should bear all responsibility  aroused.

 

        2. Requirements

        Applicants are required to submit the following materials to the Consulate General:

        1)  Original documents to be authenticated;

        2) One photocopy of the complete documents to be authenticated. Photocopy includes the page authenticated by the Secretary of State, the page notarized by a Notary Public and the original document.

        3)  One regibly and completely filled out Application Form for Authentication or Notarization(G-1).

        4)  In cases of commercial authentication, a copy of the company's license and good standing certificate of the company are also required.

 

        3. Pickup and Fees and Payments

        Applications can generally be picked up on the fourth working day from the date of submitting.

        Authentication fees are $20 per civil document and $40 per document regarding property, finance or business.

        If  your application is submitted before 12:00pm, it may be expedited depending on quantity of applications on that day, but applicants should pay the additional rush fees: $30 per document for same-day pick-up and $20 dollars per document for the next day or the third day pick-up.

        We accept cash, money order, company check, Master or Visa Card only. Other payments are not accepted. Money order or company check should be made payable to "Chinese Consulate General in New York". 

          

        

       4. Application by Mail

        Authentications may be done by mail:

        1) Please be noticed that there is no rush or express service for authentications by mail. It usually takes 20 working days to process the authentication by mail. Mail service for authentication is just for those who do not need the documents back urgently. Otherwise, you should come to apply in person.

        2) Please be noticed that we do not answer any inquiry about mail or applications during the 20 processing working days.

        3) Application by mail should be paid in Money Order only.

             Applicants to choose mail service should pay the handling fee of $5 per package in addition to regular authentication fees.

Marriage Registration

 

 

        1. Overseas Chinese citizens marrying abroad

      The Chinese government encourages overseas Chinese citizens to register their marriages in the country in which they live.

      Marriage certificates can be used in China after accomplishing the Procedure of Authentication.

      The Consulate General in New York does not register any marriages.

 

      2. Marriage Registration in China

          1) Overseas Chinese citizen  registering marriage in China should submit:

              a.  His or her valid passport;

     b. A document to certify that he or she is single.  This document is required to accomplish the Procedures of Authentication before it is brought to China.

             c. A statement to declare that he or she does not have  any type of relationship with his fiancee or her fiance within 3 generations . This document should also accomplish the Procedures of Authentication before it is brought to China.

 

        2)  Alien to register marriage with a Chinese citizen in China is require to submit:

            a. His or her valid passport;

            b. A notarized certificate to certify that he or she is single.  This document should accomplish the Procedures of Authentication before it is brought to China.
