| How to Apply by Mail | ||
Please be noticed that NO visa can be done by mail or any express delivery service such as UPS, FedEx and etc. Visa application should be submitted and picked up by the applicant or someone else entrusted. Rush service is not available for mailed applications. Usually, it takes a minimum of 15 working days to process applications by mail, irrespective of what kind of mail service, e.g. overnight mail service or express service you use. If you want to use your document in the next 20 days, please come to apply in person and do not apply by mail instead.
We accept the following applications by mail only:
Applicants who intend to mail above applications should reside in the following consular districts of the Chinese Consulate General in New York: Connecticut, Maine, Ohio, Massachusetts, New Hampshire, New York, New Jersey, Pennsylvania, Rhode Island and Vermont. Applicants residing in other states are suggested to apply to the relevant Chinese Consulate General or the Chinese Embassy.
1. Prepare all materials according to relevant instructions Before you submit your application, please carefully study the relevant instructions on our website. Fill out the related application forms completely and prepare all documents or materials according to the instructions related to your application fully. 1) For Authentications;
You may also obtain all information by calling our Information Center of (212) 868 2078. Application forms may be downloaded and printed off from our website or can be ordered by calling (212)8682078 with your fax machine. Applications failed to submit necessary documents will be rejected and all responsibilities should be taken by the applicants.
2. One money order per package 1) We only accept money orders for applications sent by mail. You may use one money order for one package.
The money order includes regular passport renewal or amendment fees, or document authentication fees (Please refer to instructions related to your application), and an extra handling fee of $5 per package. Please be noticed that the handling fee is just for the handling of your mail application, not the postage of the returned mail. 2) For applications by mail, we accept money order only. Please do not send cash, check, Credit card or other payments. The money order should be made payable to Chinese Consulate General in New York. Applications submitted without full payment will be delayed or rejected.
3. One fully prepaid, self-addressed return envelope 1) We only accept the following mail service for return mail: Express Mail, FedEx (Air only), UPS (Air only), and DHL. Applications using other mail or delivery service than the above-stated service will be delayed or rejected. 2) Please make sure that the return envelope is fully prepaid. Do not use Meter Stamp for the returned envelope. If you mail several documents at one time, please weigh in advance and fully prepay according to the weight. 3) Please write or print your name and address both as Sender and Recipient on the return envelope. Applicant is required to write his or her telephone on the envelope. Incorrect name, address or zip code will affect your application and safety of the documents. All responsibilities aroused hereby should be held by the applicants. 4) The Passport and Visa Office does not provide the service to mail the documents directly to someone in China. The Recipient should be someone in the U.S.
4. Mail all the above-mentioned documents, forms, materials, money order and prepaid returned envelope to the following address:
1) Applicants are required to mark Document Application clearly on the envelope and designate Passport and Visa Office as the addressee. Mail that fails to meet these requirements will be returned immediately. 2) Chinese passport (or Travel Document) and authentication (or Living Certificate) should be mailed separately along with different prepaid return envelopes and money orders. Do not use one envelope for different types of applications please. Check the package carefully before it is mailed.
5. Rush service is not available for applications by mail 1) If all must-submitted materials are mailed to the Passport and Visa Office and your application meets our requirements, usually, it takes a minimum of 15 working days to process applications from the receiving date of the mail. The processing time of 15 working days is always needed irrespective of what kind of mail service, e.g. overnight mail service or express service you use. Please understand that the overnight service or express service is provided by the mailing companies themselves, and not the Consulate General. 2) Rush service is not available for mailed applications. If you want to use your document in the next 20 days, please come to our office to apply in person. 3) Since it will delay the proper processing of your application, please do not make any inquires regarding the status of your application until at least 20 days from the date of submission.
6. Please be noticed that the Consulate General is not responsible for any loss due to your failure to provide must-submitted materials, any loss or damage to your passport and documents due to mishandling by mail services, or for the postponement of travel due to your failure to follow our instructions. 7. If you do not pay the regular fee and mail handling fee, your application will be rejected and will affect your next document application. 8. For the safety of the documents and the rights of the applicants, all documents mailed can not be picked up in person.
